J.F. Kiely Group manages multiple companies focused on different disciplines of utility infrastructure including construction, engineering, equipment, and manufacturing. Our first company,J.F. Kiely Construction Co., was founded in 1952 and is still successfully operating.
Over the last six decades, we have steadily grown our portfolio of companies, each specializing in utility infrastructure. In 2010, J.F. Kiely Service Co. was formed to provide engineering, procurement, and project management to the oil and gas industry.

John M. Kiely, Chief Executive Officer
John has more than two decades of experience providing customized solutions to clients in the natural gas sector, where he specializes in the industry’s challenges.
In 2010, John recognized a shortage of EPCM firms that focus on customers’ success and formed J.F. Kiely Service Co. with the vision “People, Projects, Solutions.”
Robert A. Patterson, President
Bob started his career in the natural gas industry in 1983. While working in the natural gas distribution/transmission fields, he gained design and management skills from the areas of operations, engineering, and materials procurement/handling. Additional experience includes capital, O&M budget preparation, tracking, and construction contract administration.
Bob also spent time as an executive with an X-ray/nondestructive testing company before coming to J.F. Kiely Service Co., where he relies on his diverse background and extensive experience in the natural gas and testing industries for judgment and planning. Bob’s skill set strengthens our organization’s ability to successfully service the demands of our customers and exceed their goals.
Bob also serves on working committees with the American Gas Association, the Distribution Contractors Association, and the Society of Gas Operators.
David A. O’Dor, Chief Financial Officer
Dave brings three decades of award-winning financial direction. His diversified experience includes corporate accounting, finance, risk management, and public accounting.
He is able to build external and internal stakeholder relationships while providing the meaning behind the numbers. Dave possesses the analytical skill to resolve complex financial challenges.
Mark T. Taylor, P.E., Vice President
Mark began his career in the water and wastewater industry before working in construction management for the pharmaceutical and co-generation power plant industry. In 2002, Mark expanded his career as a project engineer, designing and managing facility and pipeline projects for a petroleum transportation pipeline company.
Continuing to utilize his pipeline knowledge, Mark developed and led the engineering department of a turnkey construction company with the engineering, procurement, construction, and project management of complex oil and gas projects.
Responsible for the coordination and completion of large-scale projects, Mark sets deadlines, monitors and summarizes progress, and prepares status reports. Mark is experienced with the field concepts, practices, and procedures based on over 10 years of engineering, integrity management, and construction in the pipeline industry.
He relies on sound engineering and judgment to plan and accomplish project goals successfully, bringing a wide range of creativity and insight to J.F. Kiely Service Co.
Russel Todd, Director of Engineering
Russ started his career in 1987 operating heavy equipment; dozer, loader, backhoes and driving both fuel oil and dump trucks. Upon receiving his Mechanical Engineer degree, he expanded his career within the oil and gas pipeline fields in positions of increasing responsibility; construction supervisor, project engineer, planning engineer, operations engineer and as a senior project manager for a Fortune 500 organization, prior to joining J. F. Kiely in 2014. He has safely led teams to complete several large pipeline projects including a 30-mile hydrogen pipeline in Canada, as well as systems transporting refined petroleum, nitrogen, hydrogen and natural gas throughout the United States. Russ has provided his expertise within integrity management aspects; in-line inspection and pressure test, as well as metering stations, terminal facilities, purging and inserting pipeline segments. His experience and knowledge provide sound leadership and field practicality to the organization and clients.
Frank J. Mazurek, P.E., Engineering Manager
In his 33-year career working for a major pipeline transportation company, Frank has held several positions including engineer, field engineer, operations manager, and manager of engineering.
His background includes large and small projects involving liquid product facilities and pipelines, including gas compression and butane blending.
He manages engineering activities within the J.F. Kiely organization, while also implementing and maintaining our engineering objectives and initiatives.
Dan Driscoll, P.E., Sr. Project Manager
Dan’s background includes large and small projects involving liquid product facilities and pipelines including gas compression and butane blending, which provides wellrounded engineering experience for the oil and gas division. His experience includes engineer, field engineer, operations manager, manager of engineering, and purchasing director.
Throughout these roles, Dan has engineered piping and foundations, analyzed piping and tank anomalies, conducted pressure tests, and specified material for facilities and pipelines.
Sandy Long, P.E., Environmental Manager
Sandy has over 15 years of engineering and consulting experience and a proven track record obtaining and maintaining our clients’ environmental compliance.
She has an extensive background in air quality permitting, NPDES permitting, erosion and sediment control, BMP design, storm water/watershed modeling, hydrologic and hydraulic modeling, and emergency management plans (i.e., SPCC, PPC, SPR, etc.).
Scott P. Handel, P.E., Project Manager
Scott is a professional engineer with 20 years of utility industry experience.
His experience includes design engineering for an ENR Top 35 design firm and managing civil engineering and EPC work for an ENR top contractor.
Scott oversees all aspects of bidding practices, project scope, and drafting and design services.
